Moves to stop civil service exodus

LEGISLATION should be introduced to regulate the movement of senior civil servants to the private sector, United Democrat Cheung Man-kwong said.

The need for such laws arose as more and more civil servants were resigning and taking jobs in the private sector, he said.

The fact that they had obtained confidential government information during their service might undermine the credibility of the whole civil service, he said.

''It makes one worried that government confidential information might be disclosed and, in this case, the Government and the public will suffer,'' Mr Cheung said.

''One also cannot help imagining that when these senior officials were in office, they may have tried to establish relationships in order to pave the way for their departure.'' He also urged the Government to take the lead and give its 190,000-strong civil service the right of collective bargaining.

On the $7 billion pension reserve fund for the civil service, Mr Cheung said an independent body should be set up to manage the fund.
