SOCIAL workers are worried a proposed community support scheme for delinquents will overshadow the needs of other youths. Hong Kong Social Workers Association president Dr Law Chi-kwong said a government review of children and youth centre services put too much emphasis on offenders. ''The spirit of the report seems to be an emphasis on remedial rather than developmental work, which worries some social workers,'' Dr Law said. Nelson Chow Wing-sun, a member of the working party that recommended the review, did not agree that youth centres should concentrate on general needs.. ''Youth gangs are a serious problem in the new towns, and youth centres there can concentrate on the gangs,'' he said. The proposals will be tried in 10 districts next year.
