Lawmakers last night aired their grievances over the frenzied speculation surrounding Tung Chee-hwa's departure.

After Legco president Rita Fan Hsu Lai-tai rejected, for the second time in just over a week, calls for an urgent debate about the need for clarification from the government, members made use of a motion on functional constituencies to lament the situation.

Medical representative Kwok Ka-ki said: 'How can we tolerate a situation like this? What we have heard from the chief executive is just 'good morning' every day. Senior government officials are keeping the public in the dark and treat us like fools.'

Article 45 Concern Group legislator Ronny Tong Ka-wah, who moved the motion to reject the granting of additional functional constituency seats in 2008, said the situation was saddening.

'I don't regret the departure of the chief executive. But I'm sorry to see how fragile the principle of 'one country, two systems' is,' he said.

'How can we be sure that the amendments we put forward in future would not be twisted by interpretations [of the Basic Law by the NPC Standing Committee] overnight?'
