ANSON Chan Fang On-sang began her historic first visit to London as Chief Secretary designate, meeting Foreign Secretary Douglas Hurd last night for an update on the democracy talks with China. Mrs Chan, the first Chinese and first woman Chief Secretary, arrived at the weekend but will stay in Britain until the middle of November, when she leads a Hong Kong promotion in Europe, replacing Governor Chris Patten. All previous chief secretaries have been Whitehall trained and Mrs Chan, who takes up her position at the beginning of next year, will have to come to terms with British Civil Service thinking over the next few days. Mrs Chan met Hong Kong department officials at the Foreign Office and had lunch with Foreign Office Minister Alastair Goodlad at his home before meeting Mr Hurd last night. Today she meets the influential Hong Kong Association, which comprised leading businessmen with interests in the territory.
