Commissioner of Police Dick Lee Ming-kwai (centre) attends a ceremony to launch a competition that uses Hong Kong's 140,000 Junior Police Call members to report environmental problems and find the culprits behind them. The Junior Police Call Environmental Detectives Competition, which includes online games and environmental research reports, aims to enhance the civic-mindedness of youngsters and their awareness of environmental protection. It received sponsorship of $320,000 from the Hang Seng Bank yesterday. The bank's chairman, Markus Shaw (right), and vice-chairman, Vincent Cheng, also attended the launch. When asked about complaints from JPC members about a rule requiring them to wear both a black tie and a raincoat, Mr Lee said he was still studying the issue.
