A SENIOR Chinese representative has warned there will be no through train for the Court of Final Appeal unless Britain and China reach a further agreement on how to appoint its judges. Mainland legal expert Professor Wu Jianfan also accused the British side of delaying discussion of the issue in the Joint Liaison Group (JLG). Another prominent pro-China figure said the two sides would have to agree on the list of judges to be appointed. Their comments came after reports last week that the Government was close to completing its draft bill, and that it would provide for life-long appointment of judges. Professor Wu said there was a need for further discussions if there was to be a through train even if the Government implemented the controversial 4 + 1 accord. ''If both sides abide by the Joint Declaration, the Basic Law and the previous agreement, it should not be difficult for both sides to reach an agreement,'' he said. Preliminary Working Committee (PWC) member Dr Raymond Wi Wai-yeung - and former convener of the Basic Law Drafting Committee's political sub-group - said the discussions should include the list of judges to be appointed.
