Jockey Club chief executive Lawrence Wong Chi-kong yesterday promised a full investigation into the debacle of the Silent Witness giveaways at Sha Tin on Sunday, where a crowd became out of control and 25 people were injured, with three being taken to hospital. Wong gave his personal assurance that every aspect of the fiasco would be investigated and a full accounting of the problem would be given to the public. 'We owe the public an explanation,' Wong said. 'This has certainly been a wake-up call and there's no doubt that a well-intentioned programme for our customers went badly wrong. 'Firstly, I want to say we have a team liaising with the people who were injured. We have already made a commitment that we would look after the hospital bills of the people who were injured but there may be more we can do. 'For the time being, I have stopped the programme of giveaways. There will be no more until we have completed our investigation and fully understand what's been happening. 'We will look at the planning, the logistics, the procedures, the manpower - everything.'
