Skeleton of a former model was found in an apartment owned by John Fang

The sister of a woman whose dismembered skeleton was found in an apartment owned by a brother of Anson Chan Fang On-sang is seeking a judicial review to force an inquest into the death.

The skeleton of former model and National Mutual insurance agent Annie Pang Chor-ying was found on October 7, 1999, in an apartment belonging to John Fang Meng-sang, the brother of Mrs Chan, who was chief secretary at the time.

The 34-year-old's half-naked skeleton was found on the bed and her skull was found in a rubbish bin nearby.

She was reported missing in 1995. Initial investigations suggested Pang died in June 1995 but no one had noticed any smell despite all the windows to the flat being open.

According to a statement from Pang's family, the Coroner's Court ruled that no investigation or hearing was needed in 2001 but did not give any reasons for the decision.

Pang's sister, C.C. Pang, said she thought the police had not conducted a fair investigation. She visited the Legal Aid Department yesterday with legislator Leung Yiu-chung to seek backing for the review.
