Anson Chan's brother had to get keys from neighbours before he could enter flat, says source

The only time John Fang Meng-sang visited the flat occupied by Annie Pang Chor-ying was one day  before her skeleton was discovered,  according to a source familiar with his side of the case yesterday.

'[He] had tried to get into the flat quite a few times after she stopped paying the management fees but to no avail as he didn't have the keys,' the source said.

The neighbours would not give him the key to the common gate because police had told them Mr Fang needed to get a court order if he wanted to enter the flat, the source said.

The comments come as Pang's family demands a fresh investigation into her death and an inquest.

Pang's skeleton was found in an apartment owned by Mr Fang, the brother of former chief secretary Anson Chan Fang On-sang. Her body was found in October 1999 - four years after she went missing.

The source said that on October 5, 1999, the occupants of Flat B gave Mr Fang the key to the main gate the two Waterloo Road flats shared because Flat A was dripping water and they wanted it fixed.

On October 6, Mr Fang entered the flat with the help of a locksmith, accompanied by the female occupant from Flat B.

They saw that a window was open, letting the rain in. After investigating, they decided the window was not going to fall off and left.

'In the 10 minutes or so that they were in the flat, none of them saw the skeleton,' the source claimed.

The next day a cleaner was sent to clean the dirty flat. The cleaner  discovered the skeleton and called police.

The autopsy report described the skeleton embedded in a mass of insect casings. The skull was found in a rubbish bin next to the bed.

Mr Fang met Pang in the late 1980s through mutual friends when she was 18. She later developed a drug habit and started gambling heavily, the source said.

'[Mr Fang] let Annie move into the flat because she was broke and had triads after her.

'In her last residence, she got into trouble when she offended and tried to beat up some triads when she was on drugs,' the source said.

'She didn't pay any rent because she didn't have any money but she promised to pay all the outgoings, like the rates and the management fees,' the source said.

Pang also had a bad relationship with her family.

By the time Pang moved into the flat and changed the locks, Mr Fang had already distanced himself from her due to her drug and gambling problems.

'[He] didn't have a way of contacting her as she didn't have a mobile phone and she would contact him whenever she had no one else to turn to for help,' the source said.

'She often threatened suicide and even threatened to go public about their previous friendship if he didn't help her.'

Pang had several boyfriends, the source said.

'Her affairs with men are well documented by the police because she even said they tried to rape her before,' the source said. 'At no time did she have less than one boyfriend.

'Mr Fang never went on a trip with her but she did go on holiday with other men.'

Mr Fang did not comment on the case yesterday.
