Anson Chan's brother had to get keys from neighbours before he could enter flat, says source

The only time John Fang Meng-sang visited the flat occupied by Annie Pang Chor-ying was one day before her skeleton was discovered, according to a source familiar with his side of the case yesterday.

'[He] had tried to get into the flat quite a few times after she stopped paying the management fees but to no avail as he didn't have the keys,' the source said.

The neighbours would not give him the key to the common gate because police had told them Mr Fang needed to get a court order if he wanted to enter the flat, the source said.

The comments come as Pang's family demands a fresh investigation into her death and an inquest.

Pang's skeleton was found in an apartment owned by Mr Fang, the brother of former chief secretary Anson Chan Fang On-sang. Her body was found in October 1999 - four years after she went missing.
