Donald Tsang says disregarding confidentiality and collective responsibility rules will limit party

The Democratic Party was sacrificing opportunities to join top-level policy-making bodies by refusing to observe the principles of the Executive Council, chief executive-designate Donald Tsang Yam-kuen said yesterday.

He also said the central government's support for him showed that Beijing thought it was a good idea to let a believer in the values treasured by Hong Kong people rule the city.

In a TV interview, Mr Tsang said Liao Hui, director of the Hong Kong and Macau Affairs Office, had been 'very supportive' of his work.

It is widely believed that Mr Liao was one of Mr Tsang's key backers among state leaders.

Asked about his views on the Democratic Party's refusal to stick to the confidentiality and collective responsibility rules for the Executive Council, Mr Tsang said the party would lose opportunities to take part in the body by putting an 'unnecessary yoke' on itself.

He said the Executive Council was Hong Kong's top policy-making body and everybody knew its members had to observe the confidentiality and collective responsibility rules.
