Last updated at 6.25pm: Rafael Hui Si-yan was appointed Hong Kong's new Chief Secretary by China's State Council on Thursday morning, Xinhua reported.
The State Council said the appointment was in accordance with the Basic Law and follows last week's nomination of Donald Tsang Yam-kuen as Chief Executive. Mr Tsang had earlier resigned from the post of Chief Secretary.
Mr Tsang told reporters on Thursday afternoon that he recommended Mr Hui because of his ''insight, abilities and commitment to serve the country and Hong Kong people''.
''He is very familiar with government operations, and he knows many senior colleagues well. I am confident that he will be able to help my work in leading Principal Officials and civil service colleagues, improving government efficiency, and making and implementing established policies,'' Mr Tsang said.
''Mr Hui has served in several key positions in public organisations, and has participated in a wide range of public services.''
''He is familiar with the workings of the Legislative Council and will be instrumental in strengthening the executive and legislative relationship,'' Mr Tsang added.
Financial Secretary Henry Tang Ying-yen said Mr Hui had a ?wide range of experience as well as a wide network in the community,? said Mr Tang. ?I have every reason to believe that he will be able to do the job of Chi Secretary extremely well.?
