An enhanced version of the wiretapped conversation between President Arroyo and election commissioner Virgilio Garcillano shows that the president muttered the word dagdag twice during the talk. The word connotes cheating by padding or adding votes. According to Sheila Coronel, the executive director of the respected Philippine Centre for Investigative Journalism, Mrs Arroyo started by telling Mr Garcillano that the opposition was trying to get hold of copies of election returns in the possession of the National Movement for Free Elections or Namfrel, the private election watchdog group. Mrs Arroyo said 'Namfrel does not tally', then lowered her voice and muttered something unintelligible. The enhanced version, prepared by a voice expert hired by the institute, showed she had said 'but you know, the padding, the padding'.
