Blame beach rubbish on locals - and lack of fines

Regarding the article 'Are HK's beaches being swamped by a tide of mainland rubbish?' (July 16), Adam Lai Yu-wah of the Marine Department is wrong - true, litter is seasonal, but not because of the southwest monsoon.

The seasonality factor is far closer to home. Hello, it's summer. People go to the beach. They litter. Police don't fine them. They carry on littering.

A question for Commissioner of Police Lee Ming-kwai: How many littering fines have your officers handed out in Clear Water Bay, say in the past two weeks?

I ask because each weekend the Clear Water Bay beaches are filled with visitors. There are plenty of litter bins, and many signs asking the public to dispose of litter in the bins, and warning of fines for failure to do so.

Each weekend, too, many police officers patrol up and down Clear Water Bay Road on their motorcycles (certainly no staff shortages on this beat). Yet each Sunday evening, all that is left is rubbish strewn from one end of the road to the other. And then at some point during the week, taxpayer-paid cleaning squads remove the rubbish in time for a repeat performance at the weekend.

So, how many littering fines have been handed down in Clear Water Bay in the past two weeks?
