I REFER to Mr Howard Ward's complaint (South China Morning Post, August 28), concerning the traffic control system around the Kwai Chung Container terminal.
Taking into account the special geographical location of Tsing Yi, the Transport Department has recently reviewed the existing system of alert with the public transport operators as well as formulating a contingency plan for the provision of public transport services for Tsing Yi under very serious traffic congestion.
Upon implementation of the new system of alert and the contingency plan, it is expected that any inconvenience caused to the Tsing Yi residents arising from the traffic congestion should be reduced. Two traffic surveillance cameras, one each at the roof of the Princess Margaret Hospital Nursing Training School, and the Asia Terminals Limited Building have been installed.
These two cameras can cover critical areas in Tsing Yi Island and provide updated traffic information to the Container Port Emergency Centre which is opened whenever a major build-up of traffic associated with the terminals is expected. Furthermore, consideration is being given to installing Closed Circuit Television System cameras which will give traffic surveillance to roads connecting Tsing Yi on a regular basis.
When installed, the Transport Department would have an additional source of direct and immediate information about traffic problems in the area of concern.
At present, improvement works to the Kwai Tsing Interchange and Texaco Road Interchange where the Tsing Yi South and North Bridges are connected, are in progress; and when completed in early and mid-1994 respectively, the current very congested traffic condition will be alleviated.
