Exam chiefs have asked an independent panel to investigate how 670 papers were downgraded, one in a package of measures to prevent a repeat of Hong Kong's biggest marking fiasco in recent years.

The investigation was announced yesterday after a special three-hour meeting of the Hong Kong Examinations and Assessment Authority's ruling council, whose members voiced 'grave concern' and 'deep regret' about the marking error.

A special committee will also be set up to oversee the launch of a new computer system for the exams authority and a new quality-assurance unit will oversee internal audits and risk management.

The Education and Manpower Bureau launched a 20-strong taskforce on Friday to contact students affected by the error in the English syllabus B oral paper of the Hong Kong Certificate of Education Examination.

By 5pm yesterday, 13 candidates were still unaccounted for. Four of 17 others seeking to change schools still had not been placed in a school suitable to them.

A bureau spokesman said the 13 remaining students returned to their schools or were admitted to others they were satisfied with. 'We are still working on the remaining four and are hoping that they can be resolved shortly,' he said.
