COMEDIAN George Burns, 97, quipped years ago that he intended to play the Palladium in London on his 100th birthday in January 1996.

  Well, management of the British landmark stage was a little too slow to make an offer. The Palladium has been beaten to the punch by Caesar's Palace in Las Vegas.

  Still smoking cigars, drinking martinis and escorting beautiful young women everywhere he goes, Burns will sign the contract for the Caesar's gig tomorrow in Los Angeles at a splashy news conference with Roman pageantry.
