Updated at 2.49pm: Hong Kong was planning new infrastructure projects - including additional airport facilities, Chief Executive Donald Tsang Yam-kuen announced in his first policy address on Wednesday.

Mr Tsang said that over the next two years, infrastructural projects with a total value of $6.5 billion would be completed at Hong Kong International Airport at Chek Lap Kok.

'These include a second passenger terminal building and the AsiaWorld-Expo complex,'' he explained.

He said the government would conduct an ecological study on the site selected for Container Terminal 10 at northwestern Lantau. This would be to discover the best time to build the terminal - based on an updated port cargo forecast.

'We also strive to construct a new cruise terminal as soon as possible and will invite expressions of interest on this item from the private sector next month,'' he revealed.

The Chief Executive said the government had conducted a six-month public consultation on the development of an integrated cultural district in West Kowloon.

The results of this showed Hong Kong people generally supported the development of the cultural district.
