Updated at 4.09pm: The government was planning to introduce new social policies aimed at creating a more harmonious society, Chief Executive Donald Tsang Yam-kuen said on Wednesday.
He reiterated that the government was committed to safeguarding people's rights and freedoms.
'We will ensure that our law enforcement agencies have sufficient powers and resources to maintain public order and protect the public interest under the law,' Mr Tsang said.
'We will ensure that statutory bodies perform their functions effectively and collaborate with non-government organisations to secure equal opportunities for all in our society.'' he added.
The Chief Executive said the government would continue to back the Independent Commission Against Corruption (ICAC). 'Under no circumstances will the government waver in its determination to combat corruption.'
Mr Tsang said the government also planned to introduce more anti-corruption legislation into the Legislative Council.
'And we will propose legislation to prohibit racial discrimination,'' he added.
