NO delay beyond April 30 would be allowed for the Boundary and Election Commission to complete its submissions for the municipal council polls, said Secretary for Constitutional Affairs Michael Sze Cho-cheung. An amendment to the Boundary and Election Commission Bill (1993) was passed in Legco to extend the deadline for the commission's recommendation on municipal councils' boundaries from December 31 to April 30. The move was to allow the Sino-British political talks to reach an agreement on the number of the two councils' elected seats. Mr Sze said the date was the last practical date if the administration was to complete all necessary steps before Legco's July recess. ''It is essential for the constituency boundaries to be finalised by that time if the 1994 final voter register is to be published according to the statutory timetable, that is before August 8, 1994.''
