THE Government denied it was deliberately sitting on applications from expatriate officers to change to local terms. Acting Secretary for the Civil Service, Stuart Harbinson, said the Government had not delayed processing applications because of mounting pressure from legislators to freeze the policy.
''Some of these cases are very complicated,'' he said. ''There are many angles to consider and it does take time to go through that.'' A total of 104 cases have been received by the Government. Eight of them have been rejected while none have been approved to date.
