Set up animal shelter, not pet park

The Society for Abandoned Animals wants a pet park to be set up near the proposed West Kowloon cultural hub.
This may sound like a good idea because most pets in Hong Kong live in a cramped environment. They need some open space where they can play.
But the plan has many drawbacks.
It will cost a lot of money.

Apart from employing professional designers to construct proper facilities for pets, keepers will have to be hired to keep the environment clean.
What about pets who have been abandoned by their owners? Who will take them to the park? Instead of building a pet park, I believe the money should be used to set up a shelter for strays.
