Lawmakers to consider alternatives for more seats in 2008 elections
The government has proposed a block-voting system or proportional representation as the method for filling the six Legislative Council seats to be contested by district councillors in 2008.
It does not state a preference for the options, saying it is prepared to listen to the views of lawmakers.
The proposal is part of the package for the chief executive election in 2007 and the Legco election in 2008 put before the Legislative Council's subcommittee on proposals for the elections.
The package also suggests that 10 extra seats in the expanded Election Committee that are to be reserved for legislators be given to the Heung Yee Kuk or Hong Kong delegates to the Chinese People's Political Consultative Conference in 2007.
This would be a transitional arrangement until the number of lawmakers increases from 60 to 70 in 2008.
