The launch of an inquiry into how the developer of a luxury residential estate was granted bonus land was the best way to address public concerns, the chief executive said yesterday.

Donald Tsang Yam-kuen said the major doubt, raised in the Audit Department report, centred on whether discretion was exercised appropriately in the development of Grand Promenade in Sai Wan Ho, a residential project by Henderson Land
'I think setting up an inquiry commission is the best way to address the public's concern,' he said.
Mr Tsang said the commission had been set up and the public should not arrive at conclusions too quickly.
