The court heard that officers of the Home Affairs Department discovered the clubhouse during an inspection on King?s Road, North Point, in August 2005.

They found the clubhouse comprised 26 partitioned rooms for mahjong playing and operating a catering business, the court heard.

The man admitted to managing the clubhouse. He told the court the club had been operating without a valid Certificate of Compliance.

He was subsequently charged under Section 4 (1) of the Clubs (Safety of Premises) Ordinance for managing an unlicensed clubhouse.
