A MALAYSIAN convicted of helping two sisters pick up a consignment of drugs in Thailand to smuggle to Europe is believed to be the first person to face a charge of assisting people in Hong Kong to commit an offence outside the territory.

Sia Khim Meng, 29, yesterday pleaded guilty before Deputy Judge Wong in the High Court. The judge adjourned sentencing until Friday, saying he wanted to think carefully about such a unique case.

Senior Crown Counsel Stevan Cole told the court that one of the sisters, Angel Mo Pui-ping, was arrested during a routine search on August 29, 1991, as she arrived in Singapore from Bangkok.

The other sister, Cecilia Wong Suk-fun, carried heroin from Thailand to Amsterdam via Seoul and Zurich and was arrested on her return to Hong Kong on September 18, 1991, he said.

Mr Cole said that on August 24, 1991, a man called Peter gave the sisters air tickets for Thailand and Sia met them in Bangkok, booked them into a hotel and gave them instructions.

Sia gave Cecilia Wong the drugs, and after she delivered them in Amsterdam, arranged for her return to Hong Kong, counsel said.
