The Medical Council needs to implement long overdue reforms to maintain the quality of the medical profession and strengthen public confidence, its chairwoman says.

Professor Felice Lieh Mak, who was re-elected as head of the watchdog earlier this month, said the top priority during her three-year term was to implement reforms proposed to the government four years ago.

'I am not only disappointed by the government's slow progress, but there is no progress,' she said.

The Medical Council proposed the reforms in 2001 after it came in for severe criticism over the handling of a case in which a surgeon conducted a mobile phone conversation during an operation.

A 17-member taskforce, chaired by Professor Lieh Mak, was set up in May 2001 after a public outcry over the council's decision to clear former Queen Mary Hospital surgeon, Tung Hiu-ming, of professional misconduct.
