SACKED Deputy Director of Operations for the Independent Commission Against Corruption Alex Tsui Ka-kit will allege to the police today that his former boss has perverted the course of justice.

  Mr Tsui believes his disagreement with Jim Buckle in handling a sexual harassment case was one of the reasons that led to his recent dismissal, for which no official reason has been given.

  The investigation started in March this year and Mr Tsui was responsible for part of the probe.

  A senior expatriate officer was said over the past three years to have caressed his female subordinates' thighs, hips and upper bodies.

  Mr Tsui said there were more than 10 victims and witnesses in the case.

  ''The result of the investigation indicated there was evidence in support of the accusations, including sexual harassment and indecent assault.

  ''Right from the beginning Mr Buckle has been extremely uncomfortable with the case because the suspect was his close associate, both having come from the same force in Oxfordshire in the United Kingdom.

  ''It was [according to] Mr Buckle's plan that the officer concerned took command of the section where the alleged offence subsequently occurred,'' Mr Tsui said.

  He said he had interrogated the officer and Mr Buckle, after viewing the taped interviews, ''expressed the view that he [the officer] is a guilty man''.

  But yesterday Mr Buckle described Mr Tsui's allegations as ''nonsense''.

  ''I don't know what you are talking about,'' he said.

  Mr Tsui said he chose to speak out yesterday because he knew that the suspect was going to leave Hong Kong very soon, on completion of his contract.

  ''He is going away with full glory and by that time it would be most difficult, if not impossible, to pursue him according to law.

  ''Therefore in the interest of the victims, the ICAC and the people of Hong Kong, I have no alternative but to reveal the main issue of the case,'' said Mr Tsui, who rejected suggestions that he wanted to use the harassment case to cover up other reasonsfor his dismissal.

  Mr Tsui called a press conference at a restaurant in Wan Chai. A whole floor was reserved for him.

  With Mr Tsui were his sister, Margaret, his lawyer Andrew Lam Ping-cheung and a spokesman from the Hong Kong Boxing Association, who came along to dispel allegations of triad activities in the boxing field.

  Mr Tsui said he had to speak out after one of the victims in the sexual harassment case told her story on ATV last Thursday.

  ''The account provided by the victim does reflect that there is credible evidence in the case. What concerns us most is why the suspect offender, that is the expatriate supervisor, has not been punished according to law.''   The expatriate cited in the harassment case has been transferred to another section of the commission.

  Mr Tsui said: ''I now appeal to all witnesses and victims within the commission. The ICAC has always been the symbol of justice and fairness in Hong Kong. It has never stepped back in dealing with evil and crime.

  ''You, as members of this tremendous organisation which is so important to Hong Kong, must stand up together to ensure full justice is administered in this case.''
