Lawmakers want their findings on Grand Promenade row implemented

The Legislative Council has asked the government to respect its procedures to avoid clashes such as those over the reports on the Grand Promenade saga.

Lawmakers yesterday decided to make this request when unanimously approving a motion by Public Accounts Committee (PAC) chairman Philip Wong Yu-hong that urges the government to implement the recommendations of the PAC's own investigation into the development at Sai Wan Ho.

They also called on Chief Secretary Rafael Hui Si-yan to attend debate on the motion on Wednesday.

The moves follow the issuing of three conflicting reports on the controversy.

Only one of the reports, by a three-member independent inquiry led by Court of Final Appeal judge Mr Justice Barry Mortimer, has absolved former buildings chief Leung Chin-man.

The other two, by the PAC and the Audit Commission, found that Mr Leung had used his discretionary powers wrongly in granting concessions to Henderson Land that enabled the developer to increase the floor area of the Sai Wan Ho project.
