WINNERS of two of the most prestigious awards, the Charles and Elizabeth Frankland Moore Awards, for the best HKCEE candidate and special education trainee, received their prizes at a ceremony in the University of Hong Kong recently.

Guest of honour, Education Director Dominic Wong Shing-wah gave away the $5,000 cash award to each winner.

''I think this is a very good concept to encourage Hong Kong students to develop a scholars' sense of contribution and it also gives them some inspiration,'' said Mr Wong.

The awards were presented by the Hong Kong Sino-British Fellowship Trust Scholars' Association, formed by a group of scholars who had studied in Britain and had themselves received scholarships set up for Chinese students.

Among them are Professor Rosie Young Tse-tse, who is now the head of the Education Commission, Professor Harry Fang Sin-yang (president of the scholars' association), Dr Tso Shiu-chiu (chairman) and many others.

''There seems to be too few scholarships covering the HKCEE and for teachers who want to dedicate themselves to special education, so we set up these awards, hoping to give them some encouragement, '' said Prof Fang.

This year's Charles Frankland Moore Award went to 10A student Lam Hei-ning of Queen's College. He came first among all the HKCEE 10A students in the 1992-93 school year.
