Tsui Tat-hong, who attacked his wife and daughter before leaping to his death yesterday, was a man 'always willing to offer a hand to others', a district councillor who lives in the same building said.

'He loved his daughter very much and I often saw him take her out to play,' said Kowloon City councillor Chan Lai-kwan. 'He was also a member of a social-worker association in our district.'

Ms Chan said that while she was shocked by the tragedy, Tsui sometimes was 'a bit rude' and often quite loud.

'I assume that this affair might be related to financial arguments between the couple, as I haven't seen any other problems in their relationship,' she said.

She said Tsui had been out of work for at least three years and the family had been receiving Comprehensive Social Security Assistance.

Neighbours who witnessed the tragedy told how Tsui had come running out of the family's flat in his underpants and jumped over the fence of a walkway despite his wife's efforts to stop him.
