Expert says trading of three pollutants between HK and Guangdong will be both difficult and without precedent
An independent think-tank has cast doubt about why and how a pilot cross-border emissions trading scheme will involve trading of three pollutants, whereas most overseas schemes involve only one.
The query came with a checklist of questions posed by the Civic Exchange think-tank about the scheme, to be launched this year.
The group said the government had to come clean on these questions when it announced the details of the scheme.
They included key questions such as what is to be traded, trade volume and how it is determined, and how long the scheme will last. Other questions concerning the market are who the players will be and how they will qualify to join.
The rest are about data monitoring and enforcement, and penalties if trading partners failed to achieve emission reductions.
