It will be converted from a primary to secondary institution
A new HK$80 million primary school that sits empty in Tin Shui Wai will be converted into a secondary school, education officials announced yesterday.
But critics accused the government of creating a 'makeshift arrangement' to cover its own planning mistakes nd expressed fears the decision could hurt enrolments in secondary schools already in the district.
The school was originally going to allow the morning and afternoon sections of CCC Fong Yun Wah Primary School to split into separate whole-day schools. But the school's sponsoring body decided to merge the two halves instead and stay put, apparently fearing there would not be enough Primary One students. That left the new 30-classroom school empty when the new term began this month.
Tang Siu-tong, chairman of Yuen Long District Council, said the school should not have been built because the number of students entering primary school was declining rapidly.
'Construction and demand are simply not co-ordinated,' Dr Tang said. '[Education officials] had made their plan before and did not review it in the interim period when there was a drop in the number of youngsters.'
