Serving both as negotiators and psychological counsellors, the officers spent about 10 minutes trying to convince Kwok to come out of the water, but he insisted on staying in. 'You can't help. All I want is my HK$500 back,' he shouted. He grew tired, and the incident came to a happy ending. The officers fished him out of water and comforted him aboard the dinghy.
