Two million bloggers in Hong Kong will be able to use copyrighted creative content legally and free on their personal blog or webpage when an online content database is launched by the creative industry later this year.

But they will not be able to share the content with other users.

An anti-piracy educational platform called Content+ Programme, a joint effort under the newly formed Hong Kong Digital Content Alliance, will feature copyrighted content such as music, animated icons, photos and movies, available for registered users to license and put on their personal blog or webpages.

With Digital Rights Management software, however, the downloaded content will be unable to be transferred to another computer.

Technical support has been provided by the Cyberport management company, one of two conveners of the new alliance, which began developing the project two years ago with government funding of HK$5 million. Ringo Lam Wing-kwan, founder and president of the other convener, the Internet Professional Association, said it was hoped the service would help teach young people - who liked to set up webpages with content such as background music - that it was necessary to license such content in a proper and legal way.

Mr Lam said internet piracy had become a serious issue because of the idea of sharing.
