RTHK has tightened its management and spending rules in the wake of criticism earlier this year from the Audit Commission, lawmakers were told yesterday.
The changes include introducing new performance appraisals for employee ethics and integrity as well as resource management.
The government-funded broadcaster will be able to continue hosting Lunar New Year receptions, but these will have to be justified on a case-by-case basis under more stringent rules.
In April, the commission issued a report slamming RTHK's culture of non-compliance with management and spending rules. This included hosting six separate Lunar New Year receptions in a year and requiring drivers to work overtime to buy newspapers before dawn.
In a paper to the Legislative Council, the government said Director of Broadcasting Chu Pui-hing had issued letters to staff, and held two meetings to emphasise core values and the need for 'absolute compliance'.
RTHK is to launch a formal tender for a newspaper subscription following a three-month trial, rather than having drivers pick up the dailies.
