LEGISLATORS were assured yesterday that there are checks against creation of consultancy posts in the Legal Department although they are not subject to the council's scrutiny. Councillors have expressed concern that, in an effort to retain expatriate staff, the department can create such posts and bypass the council. But yesterday, Peter Cheung Hok-kwong, the Legal Department's chambers manager, said there was a proper monitoring mechanism.
