Activists fighting for universal suffrage are seeking to forge a new consensus package among the pan-democratic camp.

The chairman of the Democratic Development Network, comprising academics and veteran activists, is concerned the camp does not seem to be working hard enough to reach a consensus on the way forward.

The Reverend Chu Yiu-ming said: 'They don't seem to be near an agreement on the electoral model. Certainly, we hope to rekindle the momentum of the debate and come up with a package acceptable among the pan-democrats.'

He believed the camp would mount more pressure on the government and the Commission on Strategic Development if it could agree on what it wanted.

At present, different parties have released their own preferred model for choosing the chief executive and lawmakers. They have yet to iron out their differences, in particular on the future of functional constituencies in the Legislative Council.

The commission, dominated by government loyalists, is to conclude discussions on universal suffrage in the first quarter of this year. Mr Chu said the network would speed up studies for a final model and liaise with other parties. It would try to strike a balance and address Beijing's fears of Hong Kong running out of control after the adoption of universal suffrage.
