Is there racial discrimination in Hong Kong? The answer is surely 'yes'. The government has recently tabled bill to outlaw racial discrimination. I think a law is not a real solution. We can solve some problems by setting laws, but for others, a different approach is required.
I think racial discrimination stems from misunderstanding. We can address it through education in school and society.
Schools could arrange for different races to study together and the government could organise activities for different cultures to get together.
We need to promote the idea of treating others the way you would like to be treated.

It's easy to be rude or ignore someone because they do something differently - the real challenge comes by making the effort to find out how and why other people do things.
