Pedro Chiang and Miguel Wu accused over kickbacks for land deals in enclave

Macau's Commission Against Corruption has named the two top executives of Hong Kong-listed Honesty Treasure International Holdings in bribery and fraud charges related to last month's arrest of former transport and public works secretary Ao Man-long, the company said yesterday.

The chairman of casino investor Honesty Treasure, Pedro Chiang, and chief executive Miguel Wu Ka-i are the first executives of a Hong Kong company to be publicly implicated in the widening scandal, the highest-level corruption case to hit the former Portuguese colony since the 1999 handover to China.

'The investigation was initiated against them in their respective own personal capacity and not as directors of the company,' executive director Eliza Lee Siu-yuk said.

The commission has issued an arrest warrant for Mr Chiang, who it says fled Macau with his wife, Leong Lai-heng, shortly after Ao was taken into custody last month.

Mr Chiang, 51, also known as Lam Wai, is a self-made construction and property tycoon who emigrated to the territory at the age of 18 from his native Cambodia. He is the founding president of the Association of Property Agents and Realty Developers of Macau.
