Committee criticises collection of fines The Public Accounts Committee was dissatisfied that the judiciary, police and Transport Department had failed to improve the collection of fines imposed by the courts, following criticism from the Audit Commission last November. The committee said yesterday a review should be conducted within a year with a view to improving the collection of fines. Four vie for vacated district council seat Four candidates will contest the Sha Tin District Council seat vacated by Wong Kwok-hung after he was convicted of corruption charges in 2005. They are Wong Huk-kam, a solicitor, from The Frontier; Wong Shun-loy, an accountant, from the Liberal Party; Chan Ming-hung, a researcher, from the Democratic Party; and Tong Po-chun, a school principal, who is not affiliated. The election is scheduled to take place on March 11.
