The financial secretary, one of the ministers involved in the Harbour Fest fiasco, was a witness at disciplinary proceedings against Mike Rowse. Henry Tang Ying-yen, was one of four witnesses cross-examined by Mr Rowse when they testified before an inquiry committee during a two-month hearing that started in November. Mr Tang, former commerce secretary, was one of the decision-makers for the event on the Economic Relaunch Working Group chaired by former financial secretary Antony Leung Kam-chung. Mr Tang succeeded Mr Leung in August 2003 and became Mr Rowse's immediate supervisor. Mr Tang has said that as the current finance chief he was ultimately responsible and had apologised for the fiasco. Legislator Lee Cheuk-yan, of the Confederation of Trade Unions, questioned why Mr Tang became a witness against his subordinate. 'It's just most absurd.'
