THE recent breakdown of Sino-British talks over the issue of through-train has invited a great deal of criticism.
The most disgusting statement made recently by the Chinese officials was that those elected in the 1994-95 elections, should be screened by a committee, with members appointed, or implicitly controlled, by the Chinese Government.
I firmly believe those elected members who represent the interests of our people can be and must only be ''screened'' by Hong Kong people, through election, if democracy is to be upheld.
Obviously, such a procedure of screening by a PRC-controlled committee, of ''problem'' members elected, is an act of totalitarianism.
First, what is the definition of a ''problem'' member of a council? If we use a legal criterion, then it would refer to those people involved in illegal activities.
However, what the Beijing officials regard as someone presenting a ''problem'', is a person who contradicts the Chinese Government and its policies.
