Blueprint divides advisers

HONG Kong affairs advisers are divided on whether the Preliminary Working Committee (PWC) should produce a blueprint for the 1997 legislature early enough for legislators to use it as a model for the 1995 elections.

A vice-director of the local branch of Xinhua (the New China News Agency), Zhang Junsheng, yesterday hosted a discussion for the advisers on the future of the three-tier government structure in the absence of Sino-British co-operation.

Advisers favouring an early model said this could facilitate a greater degree of convergence, while opponents felt there was not enough time available.

One adviser, Cheng Kai-nam, said after the meeting that he favoured an early model, which could help maintain as smooth a transition as possible, even in the absence of Sino-British co-operation.

A core member of the Democratic Alliance for the Betterment of Hong Kong, Mr Cheng said an early proposal could serve as a reference for legislators in passing the Electoral Bill.

An early model could also reduce uncertainty among Hong Kong people over the future political structure of the Special Administrative Region (SAR), he said.
