A REVIEW of the financial relationship between the Government and the Housing Authority is expected to be ready before the end of March, according to Deputy Secretary for the Treasury, Stephen Selby.
But any new measures were unlikely to affect the authority's 1994/95 budget, because the review panel had to consult the authority first, he said.
At a Legislative Council housing panel meeting, Mr Selby said the Government would ensure the Housing Authority was financially capable of meeting its obligations.
The authority would only be required to hand excessive revenue - above the amount needed to fulfil its obligations - to the Government after consultation.
The review, involving more than $50 billion, started in the summer with Governor Chris Patten concerned the authority was sitting on billions of dollars of unused reserves.
United Democrat legislator Yeung Sum said the authority should not turn over part of its $30 billion revenue to the Government, but use it to improve public housing conditions.
