What do you think about the quality of schools?

I have 10 suggestions for improving the quality of education in Hong Kong:

Abolish the absolute authority of the school administration. Set up a concise code of practice that empowers the student government and parent-teacher association to monitor the administration. School rules should be subjected to review by the Education and Manpower Bureau to make sure they do not degenerate into a tool that enables the school authorities to limit students' basic personal freedom;

Abolish the present public exam system. Adopt a credit-based system to assess secondary school students. This would reduce pressure on students while providing a constant source of motivation. Standard Assessment Task, or SAT-style, public exams that are held many times a year can support the credit-based assessment system;

Increase the percentage of students secondary schools can admit in addition to the computer-admission allocation system to 50 per cent or more. Schools and parents can choose schools for the students more effectively than any computer;

Cut class sizes. It would be impossible for students to learn effectively in a large class with students of diverse abilities. Any education reform would not be successful without downsizing classes;

Abolish the class system that most schools adopt. Students in local schools are grouped into classes in which they stay for a year. This limits the students' academic growth as stronger students are dragged down by weaker pupils;
