Concern groups for the disabled have renewed their campaign for half-fare concessions by asking for a special Octopus card to implement the scheme.
'Many people with disabilities have low incomes, so the current transport fees are exorbitant for most of them,' said Allen Chan Kam-yuen, the convenor of an alliance of 46 NGOs that lobbies on behalf of the disabled.
The concessions could be subsidised by the government or offered by public transport operators directly, Mr Chan said.
He estimated that more than 100,000 disabled people would benefit from the discounts.
The government gives the disabled a monthly allowance of HK$1,170, while those with severe disabilities and in need of constant attendance can receive HK$2,340.
Tony Shing Li-lim, who is in charge of the Federation of the Blind, said a source had said the government might increase the allowance by HK$150 at most in next Wednesday's budget.
