The medical council ordered her practice to be subjected to two years' supervision when her name was restored.

Christina Cheung Yuet-ying broke into tears five times during the council inquiry yesterday. She said that what she did was in the best interests of the patient.

She faced 41 charges of improperly issuing sick-leave certificates, each granting Lee Wing-hang four days' sick leave, between March 18 and August 26, 2006.

Dr Cheung told the council that she was concerned about Mr Lee's foot, which he injured in a traffic accident, because he had suffered a previous injury to the foot.

'I know he works as a delivery man and is required to drive a motorcycle. He told me he was scared to drive the motorcycle again,' Dr Cheung said. 'If he had resumed work, he might have got injured again.'

The council pointed out that Dr Cheung continued to give the same treatment to the patient even though he showed no response to her medication or treatment.
