The Housing Authority is liaising with the Social Welfare Department on ways to help needy public housing residents install window grilles in their flats in Tin Shui Wai.

An authority spokesman said it would study residents' needs and bring the department's attention to households facing financial difficulties.

Legislator Wong Kwok-hing, of the Federation of Trade Unions, said he was pressing the Housing Authority to ensure every public housing flat in Tin Shui Wai had the grilles.

All nine blocks in Tin Yat Estate and five of 14 blocks in Tin Heng Estate were not fitted with window grilles when tenants moved in, Yuen Long district councillor Luk Chung-hung said. About 5,150 flats were involved.

Another Yuen Long district councillor, Cheung Man-fai, said some of the households had installed grilles at their own expense, while some had not.

'I am negotiating with the authority to have a site visit with me as soon as possible ... It is a matter of lives,' Mr Wong said. 'The problem of who will pay for the window grilles should not be the top priority ... the authority should install the grilles right away as a remedial measure.'
