IT'S official: First brother Roger Clinton is getting married on March 26 in Dallas to Molly Martin, the mother of his soon-to-arrive baby. And his best man ain't just heavy - he's his brother, Bill.

   Roger, the aspiring singer-actor and sometimes embarrassment - his Secret Service code name is ''Headache'' - tells American Journal that he changed his wedding plans to accommodate big brother.

   And Roger denies reports he wanted to get married at the White House but was turned down, the bride being pregnant and all.

   ''We were asked to get married at the White House . . . and we said no,'' he says.
