Hui Lam-chuen, 42, pleaded guilty to two counts of trafficking more than 2.5 kilograms of heroin.
The High Court heard that Customs officers were watching a Chinese vessel, the Ying Feng 312, off Kwun Tong on October 22 last year, when they saw a man come ashore in a boat.
He handed a shopping bag to Hui, who drove off and was caught after a 10-minute chase.
In mitigation, Robert Forrest said Hui pleaded guilty because he felt remorse. Hui had stayed out of trouble for 12 years, but succumbed to temptation when he was offered $5,000.
